Consequently, great lobbying pressure was exerted by the pro-tobacco forces on members of the House Committee on Interstate and Foreign Commerce, which in April held hearings on various bills to amend the 1965 Cigarette Act, and on May 28th the committee, by a vote of twenty-two to five, reported out a bill, known as the Public Health Cigarette Smoking Bill, that would have extended the premption of any state or federal-agency intervention against cigarette advertising for six yearsa period longer by one-third than the moratorium built into the 1965 act
