Fulfillment or deprivation of rights for traveling to the oncoming lane?
On July 3, 2012, according to ITAR-TASS, in the State Duma the bill was adopted in the first reading, according to which a fine will be softened for violating the rules of movement on the roadway, namely, for leaving for the oncoming lane. The authors of the bill believe that a driver who has made a trip to the oncoming lane for the first time will be enough to apply a penalty in the form of a fine, and not deprive him of a driver’s license.
Vyacheslav Lysakov, the initiator of this project, explains this by the fact that the emergency situation when leaving for the oncoming lane is created only in the case of a large accumulation of cars in lively road sections. Plots with a rare automobile traffic do not contribute to the creation of situations dangerous for road users in the case in this case.
The bill is designed to limit himself to imposing a fine of 4 thousand rubles on drivers who first violated the rules and went to the oncoming lane or on the oncoming tram tracks. If the driver did not violate the rules for the first time, then it is proposed to apply the form of punishment to him, which is expressed in the ban on driving a car, depriving the driver of rights for 4 -6 months. In the second reading, the initiator of the project Lysakov made an amendment, according to which the violator will be denied the right to drive within 6-12 months.
The State Duma deputy proposes to amend the provision of the opportunity to decide by judges himself, given the circumstances of the violation, what a punishment it will be: a fine or deprivation of rights. This will help reduce corruption in the field of this kind of violations.
The news agency emphasizes that the idea of introducing fines for the first exit to the oncoming lane is supported in the Presidential State Administration. The government reacted sharply negatively to this project, explaining this by the fact that the legislation in an altered form will lead to an increase in cases of accidents related to leaving the oncoming lane.
Duma hearings continued to consider another bill in the field of traffic rules. Deputies from the LDPR faction made a proposal to punish drivers who complete overtaking closer than 15 meters after the start of a continuous marking line, as well as after a prohibiting sign, a fine of 300 rubles. The bill was not supported.
