New obligations for scooters drivers: in attempts to warn an accident

After the accident acquired a greater publicity in Moscow, the government announced the need to improve legislation against the rights of light vehicles drivers. New obligations have appeared for drivers of scooters, light ATVs, motorcycles and other similar types of vehicles in order to ensure the safety of children on the roads.

Since the number of cases of accidents occurring due to the fault of this “light” type of transport, its drivers are now obliged to confirm their driver’s skill and submit to the rights. Especially for them, it is proposed to introduce a new category of driver’s license “M”.

The new bill applies to those vehicles that have no more than fifty cubic centimeters engine. Rights will be granted exclusively to citizens whose age is from sixteen years and above.

Scooters on city roads and on lively road routes between the settlements along which freight transport is moving, the phenomenon is more than familiar. Moreover, experts noticed that the number of accidents with scooters and other light modes of transport has increased almost nine times over the past year, that is, to 30% of the total number of accidents.

In many ways, of course, this is due to an increase in the total number of such vehicles on the road as a whole. Over the past six months, more than 3 thousand have occurred. accidents due to scooters, motorcycles and similar vehicles. About 200 people were killed, and thousands were injured.

Scooters, motorcycles are a rather dangerous transport for movement, some models can develop speeds up to 100 kilometers per hour in four seconds. That is why an accident with pedestrians often occur often. A person, observing the rules of the road, can calmly cross the road, and after a few seconds he can push him a scooter that flew at a huge speed.

Buying it today is not a problem. Selling scooters, in contrast, for example, from the sale of saddle tractors, even children are interesting. Often the owners of scooters are young people or even adolescents, which makes the situation even more difficult. That is why the authorities decided to introduce a law on special surrender to the rights for drivers of this kind of vehicle.

Unfortunately, this bill has not yet been completely considered. That is why so far it was proposed to punish parents who entrusted the child a scooter, up to the establishment of a criminal case.
